Building for Environmental Stewardship: Q-R Building Solutions Delivers DENR-EMB Region I Laboratory

This commitment is embodied in one of its latest milestones: the completion of the Regional Environmental Laboratory Building of the Environmental Management Bureau Region I, inaugurated on February 5, 2026, at the DENR Regional Grounds in City of San Fernando,La Union Province.

As the project’s contractor,Q-R Building Solutions Corporation—formerly known as Quad-R Building Solutions—successfully delivered a four-storeyfacility designed to strengthen the region’s capacity tomonitor, assess, and safeguard environmental quality. The laboratory is equipped to conduct scientific analysis of air and water samples, supporting environmental compliance, permitting, and enforcement efforts across theIlocosRegion.

The inauguration was attended by key officials from the Department of Environment and Natural Resources, alongside representatives from the Department of Public Works and Highways Region I, including Engr. Alexander Villanueva and Ms.FlorelynD. Fernandez. Also present was Mario Eduardo C. Ortega, Governor of La Union, and Virgil Ryan G. Tucay, General Manager of Q-R Building Solutions Corporation.

Funded through the Department of Public Works and Highways Region I, with the project site provided by the La Union Provincial Government, the laboratory stands as a testament to strong collaboration between government agencies and the private sector.
